As part of the radio program “Closing the Loop” on Radio North, hosted by Adv. At the center of the episode was a discussion with Adv. and real estate appraiser Ido Shaham, focusing on the newly approved “War Damage Rehabilitation through Urban Renewal Law” (April 2026) and it simplications for residents, local authorities, and property owners.
The discussion highlighted several key mechanisms designed to accelerate recovery efforts:
• Expedited planning procedures: enabling the declaration of rehabilitation zones within just 60 business days.
• Flexible approval thresholds: advancing projects with the consent of 51% of building residents or 80% of an entire complex, including structures that were not directly damaged.
• Buy-Out mechanisms: offering immediate financial compensation based on the value of a new and larger apartment.
• Fast-track legal proceedings: addressing project delays caused by objecting parties.
• Expanded planning authority: integrating national planning bodies while strengthening local governance.
Municipal andEconomic Challenges

• Moshe Koninsky, Mayor of Karmiel, who addressed the on-the-ground reality and the critical role of local authoritiesin leveraging the new legal frameworks.
